Executive Order No.1 of 2023,Town of Goshen
Declaration of a Local State of Emergency in the Town of Goshen Pursuant to Executive Law § 24 I, JOSEPH BETRO, Supervisor of the Town of Goshen, New York, do hereby declare as an Executive Order the following: WHERE’.”-S, the entire Town of Goshen is experiencing an intense and dangerous storm event, which began July 3, 2023 and is expected to continue at least until July 4, 2023; and WHEREAS, flooding conditions are dangerous and pose a real and substantial risk to the health and safety of the those residing in certain areas of the Town of Goshen, and the presence of people in those areas would be a danger to themselves and others;
NOW, THEREFORE, I do hereby find that the Town of Goshen public safety to be imperiled by the said storm and flooding and, consequently, to safeguard the health and welfare of the public, I declare a Town state of emergency for the entire Town of Goshen, pursuant, inter alia, to New York State Executive Law Section 24, beginning at 7:30 p.m. July 3, 2023, and continuing until further notice but not to exceed 30 days unless extended by a subsequent Executive Order. As a result of my declaration of a Town state of emergency, I hereby Order the following:
I. Road closures include but are not limited to:
– Reservoir and Lower Reservoir Road to Clark Road.
– Clark Road to Route 94 (including Fort Hill Road).
– Arcadia Road to Conklingtown Road.
– Only local residents or emergency vehicles may enter Arcadia Hills.
2. That the aforesaid homes, buildings, businesses and the like on the streets indicated herein may be subject to mandatory evacuation at any time during the existence of this Order.
3. That the use or discharge of fireworks or similar are prohibited during the existence of this Order.
4. That this Executive Order be published as soon as practicable in newspaper of general circulation in the County and transmitted to the radio and television media for publication and broadcast, and filed within seventy-two hours, or as soon as practicable in the offices of, (a) the Town Clerk/Treasurer, (b) the Orange County Clerk, and (c) the Secretary of State of New York.
